Form Based Code
The Town of Malta’s 2011 Downtown Plan recommended that the Town develop a Form-Based Code (FBC) and complete streets plan for Downtown Malta.

Form-Based Code is a relatively new method of managing growth. Unlike conventional zoning, Form-Based Code addresses not only development but the relationship between public and private spaces such as the interaction between streets, blocks, and buildings in terms of form, scale and massing, and the use of frontage areas. FBC creates a predictable public realm by including specific standards for the design of streets and open spaces, and focusing primarily on the physical form of development, with a lesser focus on building use than conventional zoning regulations.

After holding a week-long public workshop in March 2012 the Town and its consultant, Code Studio, prepared an illustrative plan showing how Malta’s downtown might transform over time. The plan and report from the workshop was used to draft a Form-Based Code that implements the citizens’ endorsed vision for Malta’s downtown.

The Form-Based Code includes a complete streets map of future street locations, along with an update to the current design standards. The draft FBC was reviewed by the Town Board and after several revisions was adopted on February 4, 2013.

On May 5, 2015 the Town Board readopted the Form-Based Code with amendments. A copy of the FBC can be viewed by clicking on the link below:

The project is being funded by the Town of Malta and The Capital District Transportation Committee (CDTC) through its 2011-2012 Community and Transportation Linkage Planning Program. The CDTC is the designated Metropolitan Planning Organization carrying out federal requirements for cooperative transportation planning and programming within the metropolitan area surrounding the Albany-Schenectady-Troy and Saratoga Springs urbanized areas.
