1. Does the Town have municipal water and sewer?

No. The area in the southern part of the Town (including the developments of Knolls 11, Country Knolls North, Hearthwood Estates, etc.) are covered by Clifton Park Water Authority and are thus with a municipal water company. The subdivision of Luther Forest, Northway Estates, some residents around Saratoga Lake, and some other areas are hooked up to Saratoga Water Services (privately held water company) and Saratoga County Sewer system.

The Northwood Development is hooked up to Northwood Water Co in Ballston Spa. The Town of Malta does not have its own municipal water or sewer. 2. Where can I find a copy of my property's survey?

The Town of Malta does not maintain records of survey maps. If you need a copy of a filed map please check with the Saratoga County Clerk's Office or Saratoga County Office of Real Property.

3. Do I need a permit for a fence?

No. There is no Town law or ordinance regulating fences. However, fences in excess of 8 feet in height or higher will need to comply with NYS Building Code or HOA guidelines if applicable. The Town of Malta does recommend that you place any fencing at least 1 foot inside of your property line to allow room for maintenance. We also recommend you communicate with your neighbor to let them know you are constructing a fence.

4. How do I get a building permit or a variance?

A building permit is required for any renovations, conversions, or alterations to buildings or properties in the Town. Information can be obtained from the Building Department in the Town Hall, located 1/4 mile north on Route 9 from the intersection of Route 9 and Route 67 at: 2540 Route 9 Malta, NY 12020

The Building Department may be reached by calling (518) 899-2685 Monday through Friday from 8:00 am until 5:00 pm.

5. How long does it take for a permit to be issued?

Permits are generally issued a week from the time the application is received.

2. Where can I find the Town Complex?

The Malta Town Complex is located on State Route 9, just 1/4 mile north of the Route 9 and Route67 intersection. Coming from the South, exit 12 from the interstate 87. Take a right at the exit, precede to the second traffic light, take a left hand turn onto Route 9 heading north, (make sure to get over into the left hand turn lane) Just 1/4 mile north on the Right side of the road you will find the Town Complex.

3. How do I get an absentee ballot?

For the November election absentee ballots may be picked up from the Town clerk's office in the Town Hall up to one week prior to the election or they may be obtained from the Saratoga County Board of Elections in the County Complex located in Ballston Spa. 4. Where may I obtain a passport application from?

Passport applications can be obtained from the County Clerk's office or printed on-line from the U.S. Department of State web site. To find the closest acceptance center follow the link http://www.iafdb.travel.state.gov/ or take it to the County Clerk's office location in Ballston Spa.

5. May I attend a Town Board Meeting?

Yes! Town Board meetings are the First Monday of the Month and are held at 6:00p.m. in the Town Hall Main Meeting Room. The public is also invited to attend the public hearings, often held directly preceding the meeting, usually commencing at 5 p.m. The agenda meeting is held the last Monday of the month at 6:00 p.m. and is open for public comments and concerns. Also all board meeting such as the Planning Board and Zoning Board are open to the public. Official notice of all the meetings appear in the official newspapers, The Schenectady Gazette and The Ballston Journal, in the legal notice section. The meetings are also listed on the Town web site sections Meeting Schedules section Events Calendar. Get notified of all meeting agendas and meeting dates by signing up in the notify me section of the web site.

1. How can I reserve a park pavilion or use Town facilities?

The department of Parks, Recreation, and Human Services is located at the Malta Community Center. It is the scheduling office for Town parks and the Malta Community Center. The conference rooms, multipurpose room (including stage), and park pavilions are available to groups or individuals interested in reserving them for recreational use.

A deposit is required as well as a certificate of insurance naming the Town of Malta as an additional insured. There is a schedule of fees available from the Community Center. Please contact the Malta Community Center for more information Monday to Friday from 9:00 am until 5:00 pm at (518) 899-4411 or download the Park Permit or Building Use forms.

1. Can I pay my tax bill by credit card?

Payments made by dropping off payment in the drop-box must be by check at the Tax Receiver’s Office at 2540 Route 9, Malta, NY .   However, credit cards can be used to pay At http://egov.basgov.com/malta . A convenience fee will be charged for using these services.

$3.95 for Visa Debit cards

$1.75 for E-check (paying through checking account)

2.45% for all other credit and debit cards

2. Can I pay my taxes in installments?

No, by law, taxes must be paid in full, including any penalties that are due.

3. Can I prepay my taxes?

No,  taxes will not be accepted prior to January 1st of that year

4. I never received my tax bill, or I received it late; do I still have to pay a penalty?

Yes, the failure to mail a tax bill or the failure of a property owner to receive a bill does not affect the validity of the taxes or interest prescribed by law. It is the responsibility of the property owner to know when taxes are due and payable. In addition, neither the Tax Receiver nor any other official has legal authority to waive statutory interest charges. Interest charges are fixed by the Real Property Tax Law. Payments made between January 1 and January 31 are not subject to an interest penalty. Payments made between February 1 and February 29 are subject to a 1% penalty. Payments made between March 1 and March 31 are subject to a 2% penalty, plus a $1 re-mailing fee.

Under executive order 202.92 signed by Governor Cuomo during 2021 interest Free period has been extended through February 22, 2021.

5. Where and how do I pay my taxes?

Tax bills and payments may be brought to the Town Hall, 2540 Route 9, Malta NY 12020 and deposited in the Tax Receivers Drop Box. Monday through Friday 8 am to 5 pm. Enclose the whole bill and paid receipt will be mailed. Otherwise tax bills can be paid online.

1. How do I apply for the STAR program?

The STAR exemption ( School Tax Relief exemption) is open to ALL owner occupied residnces regardless of your age. To be eligible the Assessor's Office must have on file A:) a copy of your vehicle registration showing the correct street address. B:) A copy of your bill of sale if you live in a mobile home. C:) Completed STAR application form, that is also available at the Assessor's office in the Town Hall. Documentation must be filed by March 1st for the following school tax bill in September. The Town of Malta has (3) three school districts:

Ballston Spa Central School District- 2010/2011 = $18.35 per thousand $ assessed value

Shenendehowa Central School - 2010/2011 = $17.17 per thousand $ assessed value

Saratoga Springs Central - 2010/2011 = $11.96 per thousand $ assessed value

1. How do I get a handicap permit?

Handicap permits are issued, with a doctor's prescription, from the Town Clerk's office. Please call the Town Clerk's office for more information. (518) 899-2552.

2. How do I get a certificate of residence?

Certificates of residence may be obtained from The Town Clerk's office with two (2) proofs of residency, such as, a Driver's License or permit, Rent receipt or lease, Bank statement, etc. One proof being at least one year old and the other at least one month old. 1. What do I do if I get a traffic ticket?

You may answer the traffic ticket through the mail if it is not a misdemeanor charge. If pleading guilty, you would complete Part A and mail it to the court. The court would then send you a fine notice.

If pleading not guilty, you would complete Part B and mail it to the court. The court would then schedule you for a pretrial conference and notify you of the date and time. You may also appear in person on the date and time listed on the ticket.

2. What do I do if I get a suspension notice?

You should immediately contact the court to determine the reason for the suspension. It is important that you resolve the matter prior to the effective date of the suspension or you will be subject to a NYS imposed Suspension Termination Fee of $70 per ticket to lift the suspension.
