Historic Preservation Review Commission

On November 14, 1989, Malta became the first town government in Saratoga County to adopt a Historic Preservation Ordinance.  On December 5, 2005, the regulations were updated and amended for conformance with the Certified Local Government (CLG) program of the National Park Service.  The current Historic Preservation regulations are found at Article XV of Chapter 167 (Zoning) of the Town of Malta Code.

Among other goals, the Historic Preservation regulations are intended to “protect and enhance the landmarks and historic districts which represent distinctive elements of Malta’s historic, architectural, and cultural heritage.”  To that end, the regulations establish and sustain the Malta Historic Preservation Review Commission (HPRC).

 HPRC Certificate of Appropriatness

The HPRC is a volunteer committee of five or more members, appointed by the Town Board to terms of five years.  Members have a demonstrated interest, competence, or knowledge of historic preservation; the Town Historian is a standing member of the HPRC.  The HPRC reviews applications concerning designated local landmarks and local historic districts (namely, the Dunning Street Historic District), and must issue a Certificate of Appropriateness for certain actions.  The HPRC also provides advisory opinion upon request to Malta’s Town, Planning, and Zoning Boards.

Current Commission members are:

            Stephen Rutkey, Chairperson

            Paul Perreault, Town Historian

            The HPRC has a very interesting and challenging role in Malta’s government.  Foremost, we endeavor to ensure the past is not lost as we pursue the future.  Inquiries from potential new members are always welcome – ideal candidates are professionals in the disciplines of history, architecture, planning, archaeology, historic preservation, or related fields; owners of landmark properties also make excellent candidates.

The Historic Preservation Review Commission meets every other month on the 3rd Monday of the month at the Town Hall at 7:00pm.

Please direct any inquiries or correspondence concerning the HPRC to;
            Mr. Stephen J. Rutkey, HPRC Chairperson
